If you mean RCW 4.24.210 it's been posted here and discussed about a million times.......Basically it reflects the same thing the paper I posted says.....Land owners CAN charge up to $20 a day for you to use their land without added liability......The DNR and FS could do this to make money and hopefully use that money to better the trail system in some way.
Every time this idea comes up as a way to fund trail projects the DNR runs scared because of liability.
