Brake Problem- Grabbing Help...

New issue has developed with the tacoma I can't quite figure out.

Brakes have always been somewhat hard but stopped fine.
New issue is say I am trying to slowly drop off a ledge or brake at low speed creeping down a very steep incline the front brakes grab like crazy. Not a pulsing pedal slow grab, but a very fast and very loud quick grab. Like when you first release the brakes on a downhill that quick grunt they give, except the grunt doesn't stop...

Still work fine on the road except right before you come to a complete stop they do the grab thing. It's way worse at low speeds, but high tension on the brakes.

The Master cylinder has also developed a slight catch about half pedal. I'm assuming this is when both chambers of the m/c engage.

What do you think? Hard pads, warped rotors, or M/C failing.
 
non abs

But grabs like an abs would when its trying to not lock up.
Only does it when high pressure (dropping off ledges, creeping on steep inclines, and abrupt stops)
