Steering issues full hydro

I'm having some weird issues with the new psc hydro setup I have in the kids buggy. All my past systems I jack the front end up back and forth the wheels for 10 min and ready to rock. But the fluid sucks way down when I am running and I think getting air but when it's off the resivoir is up to the brim. I have a 2.5 in single end ram hydroboost and a 18 in long cooler. PSC resivoir.
I have tried to bleed it 10 times and it hasn't improved much.

What does your feed line look like?

Cooler above the resi?

Unhook the ram from the heim, cycle it a few times like that and see if it helps. Sometimes the ram can't fully extend and it holds air.
