302 fuel injection

does anybody know who can flash the security on a late model ford ecm. i put a 2000 model 302 in a buddys jeep, and its security locke. everybody we talked to said you didnt have to, but it wont start. we have power on everything but the injectors will not pulse. any help would be appreciated.
