Width of tire and size of wheel said tire goes on when it finally gets mounted.

He means what wheel DIAMETER do they fit, and what width are the tires. Josh, some people call them 39.5s because they are extremely tall for a tire with an sidewall height of 39.

They are 39x13.5x17 the only size they come in in 39's I added .5 for being full thread
I am located in Florida which you could have seen in my profile if you where really interested.
