97 tj wont start

It was just running and now no fire to my plugs, I have replaced everything, checked my PCM on another jeep and it fired and ran, the a7 pin in my harness for my ignition coil shows a 10.7 to 11.3 volts then drops to .7/.5 volts used my meter to check for resistance in that wire and got 000 or no resistance so with all this being checked what am I missing can someone help me before I say to hell with it and 1 ton swap it.......its been a long 2 days :****:
 
Is it turning over? If not ot could be the pin in the ignition, to check that or to see if it is the neutral safety switch you can pull the fuse under your glove box. If it turns over and starts it is the safety switch, if not it could be the ignition.
