EVAP codes!!!

so i have a 2002 dodge neon,drive it daily.bought it with the engine light on.its had a reocuring evap code for 2 years now.i have replaced every part in the system 1 by 1 over the last couple years.the code is incorrect purge flow.i have a new matco scanner at work,it tells me the evap system is fine on this car.im thinking its a bad ECU?
 
Fuel cap?

We see that code a lot in OR, because the pump jockies are to lazy to tighten the fuel caps all the way. Obviously a recurring probably isn't a loose cap but it could be a bad cap.
 
new fuel cap,nvlp,purge valve/solenoid, and a used cannister from a buddys car with no codes when it got wrecked.i dont have any leak codes,but have gone over the system end to end,added clamps to the undercar spots that were marginal. until this car came along ive been able to fix crap like this..wanted other opinions before i buy a computer just in case i missed something.. im ready to sell the car,and would like it to pass emissions.
