failed emissions questions

vehicle in question is an 87 honda accord LXI fuel injected.179000 miles.runs great,starts good.but has a funny idle. it failed the test at idle on both the CO and HC. i did my normal trick of dumping 2 bottles of rubbing alchohal in the tank.got it plenty warm and ran the piss out of it before testing.it isnt throwing any codes.car recently had ,plugs,wires,cap,rotor,air filter,fuel filter, thoughts and suggestions please...

wouldnt a bad o2 sensor throw a code? injectors have been replaced within the last 40thou miles.

Dirty throttle plate? The boss' truck failed and we dicked with it for a while. Ran it on my AE and came back low idle too low. Sprayed cleaner on the throttle plate and poof all better.
