If the block heater is plugged in it only takes one cycle of the glow plugs to start but other wise it takes 4 to 6 cycles, any suggestions? Glow plugs or controller?

My passenger side manifold has that heat riser valve which keeps leaking so I'm looking at a different year to eliminate that. A 89 has a different style with an exhaust donut but looks similar , has any one switched before or is there a better year manifold to use?
