something is wrong with the shocks, i have a yj with 250 upper and 350 lowers and it does very good.

2200 yes to low. 2500 to 2800 would be as low as i would go. when u are in double low the stall will be reduced quite a bit.

i have a very similar setup and run a 3000 stall and love it. Most of the guys in our group run a 3000 stall as well

HP TUNERS, U wont be dissappointed. I use it for all LS swaps and other vehicles as well.
