When changing the timing chain on a 87 22r do you have to pull the head off? I'd rather not if I can help it.

So I took my toyota in for emissions and it failed on the cruise hydrocarbons part. I think the guy said it was 19 ppm too high. What do I need to look at to fix it? 87 22r carbed.

Well, crossed over to the cheaper side and bought a 87 toy pickup for $450. Some asshat ran it without water and blew the head gasket out of it. For now I'm gonna try to get it running and daily drive it for awhile to make sure everything ok on it. Here's what it looked like when I picked it up.
