there are many variables. Im no expert either but its been a daily hobby of mine since 93, both base/mobile. If your looking to talk bumper to bumper then theres no need to worry other than a decent match for the radio's sake. Anyway to each his own, spent so many hours...

You wont like it , but you'd be much better off starting w/ 1 peice of coax, in 3 ft increments (9-18ft will give you the best match provided you dont have a cheap truck-stop special antenna) otherwise , sure it might work...but you'll be lucky to "get out" past your front bumper. I have a few...
you need to find someone w/ a meter, otherwise ch20 and shoot for the highest dead key( in a meterless world on a 40ch rig)
if its a fixed whip, you'll have to try and tune w/ the coax. 18' 6" is a good start and usually helps getcha in the ballpark w/ a decent match
thats a 10m rig and would need converted to run 11m (cb), its illegal on 11m but that dont seem to faze most people these days, any cb antenna will work after its modded for 11m

no problem w/ that. Elevation is the key for how far your gonna get out...especially w/ the stock 4 watts. On my base I regularly talk from Tacoma to Marysville, depending on conditions. Skips been rollin' hard and you can talk to far away states w/ 4 watts
