Yup, pull the carb. The holes in the pilot jet are tiny and that varnish will plug them very quickly. It's the only recurring issue we have with our pile of EU2000i Hondas.

Like Darren said, make sure it turns over freely by hand. Then I'd jump the starter solenoid to see if it cranks over. There are so many interlocks & safety switches on those mowers you could be getting a weak signal to the solenoid.

I have one of those too and have had the same results. Kills the battery in a hurry, fan is loud, and exhausts alot of heat when running. I never use it anymore.
