Are the wheels included? If not will they fit on 16.5" wheels?

wheels are not included, havent made up my mind if i wana sell the wheels or not, they wont fit on 16.5 wheels, ive got em on regular 16in wheels now. Tha 16.1 size on these tires are just an implement number. Its the same as a 16
