Brass spindle bushing on toy front end

Has anyone replaced one of these? I did (for $30) while i was installing a knuckle rebuild kit and the birf won't spin when the birf is all the way into the spindle. I know it needs to butt up to the birf because there isn't enough spline sticking out to get the outer C clip on after putting on the Hub. Will the birf open up the brass bushing when it spins? Doesn't seem right to me.
