Not directly. I think they are trying to open SOMETHING this year/summer as they have said they would. Basically trying to appease the masses and hold there "promise". HOWEVER, using the criteria set forth that they HAVE to use, the Rock Garden is really one of the only area's that is he easiest to open with the least effort. There are other areas they showed us that trails can be BUILT in, but that is a long process and they are starting with the easy areas first (logically), getting some trails open, then can work on the more "complicated" area and linking it all together. There is potential, and all the "Official" reps there seemed very interested and willing to open new areas up. But there is a long (and head hurting) process to do that. Simply blazing a new trail like we've done in the past (even using some of their guidelines on trail building) is like 1% of the effort and process. Sucks, but thats the way it is. As Reiter first starts to open up again its going to be very fragmented and NOT non-street legal friendly. This sucks for me and many of the users that were at the meeting, but may also be a blessing to the area to keep the usage down till more areas can be developed. I can tell you this, if/when they do reopen anything STAY ON THE TRAIL. Blazing off the designated trails WILL lead to areas being shut down again. The DNR appears to be WANTING to make this work for us, but if we mess it up, its much easier to throw in the towel. So keep the assholes and ego's at bay.
