Drive by wire throttle body question.

I have a 2002 chevy 8.1 with drive by wire and when you turn the ignition on the throttle blade goes wide open and stays open. Has anyone ever heard of this and if so how do I fix it. Thanks for any input

Have not hooked it up to a scanner, it is a Howell harness.

It should still have an OBD port and the error codes are stored in the PCM, who put the wires together shouldnt matter for that.
