Funny Mark has told us otherwise at the Reiter focus group meetings. One meeting the DNR (Stan) went as far as to tell us of the DNR plans to help the local license agencies by outlining the steps to dual register vehicles. Why would they do this if dual register is of no use?

I think some people look at the law as an inclusion criteria. If you have plates you're included in the group that has to have the DP.
If it was only so straight forward.
You still need the pass when you need plates to drive down the road when in a DNR designated recreation area.
Except when you are on a county road such as Peter Burns.

The DNR sees a bigger percentage of the $ from an ORV permit than they do from a D-Pass.
It is of use. I would just remove my plates when in an area that requires the DP until there is more clarity.
I disagree according to *my* translation of the law.unfortunately it still doesn't solve the problem of people wanting to use dual-licensed rigs at areas that require the DP and won't allow ORVs to work. If you never plan on using your rig on a "street registered only" logging road (snow run, etc) then dual registration works.
Otherwise, you need a DP

Thr DP is a recreation pass. No recreation no pass needed.

It is not about whether you are recreating, its all about if you are on land the the DNR has designated for recreational use.
