there is a stop sign in culman that says 26mph.. been stolen HUNDREDS on times and they keep replacing it with 26mph lol

One of my friends just sent this to me. His tires were starting to bulge a little from sitting so he aired them up a little 2-3 days ago. He was home in the garage this afternoon and one of the tires exploded. That tire was vulcanized last year sometime. What would cause that. His neighbors thought he blew something up.
