SAW coilovers, who has rebuilt these

how the hell the shims work in a coilover...the tech guy at SAW couldnt tell me. i need to know a starting point to set up and adjust my shocks
 
my shocks have no compression and good/stiff rebound. i pulled them apart and the bigger/around shim was on the wrong side of the piston/valve, so i moved it to the other side so it actually covered the drilled ports all the way while still revealing some of the machined ports, it made absolutely no difference in either compression or rebound......wtf?
 
is there any good websites that provide any useful info on tuning shocks other than... "we tuned these shocks" it seems like no one knows anything about tuning
