Sold/Expired Title and VIN Plate for Dune Buggy

My buddy is looking for a title and VIN plate for a dune buggy project. He would like to have one off an older VW of some sort.

got a vin plate off a 73 super beetle it doesn't require a title what he wanting to spend on one ??
