What is this on my rocks?

I bought a rear rockwell a couple weekends ago and it is my first one ever messing with. I have seen a few pictures of others and never seen this big round part on the tube like this one has. What was it used for? Is it rare or an older axle? I got the axle exactly how you see it in the pics. Any help and comments are appreciated.

That's where the factory brake drum was mounted to. I always grind them smooth with the housing.

You can cut it and smooth it down or leave it, its just the stock drum brake mount. Most folks use a pinion brake and get rid of all the weight from the stock drums, thats what has been done to yours.
