That would explain why some appear to stand up even with no bolts in the holes.

They need to be beat back down and bolted up.

I believe they used lag bolts that just screwed into the wood & the C channel metal sticks up because it is bigger/thicker than the wood planks...I suppose someone could take a sledge & beat the ends back down.

Those pic are exactly what the bridge is. You need to beet the steel back down and instead of using laggs drill through the top of the I-beam and run a thru bolt.

Has anybody checked the bolts lately that hold sections together? Those are supposed to be checked annually IIRC.
 
You guys do know there's a big difference between knowing something will be just fine and proving so to an engineer......I bet that bridge is expensive and I would hate to pay for it.:;
