The SEPA has been released. http://nw-wheelers.com/forum/showthread.php?t=58012 If by 4:30pm Jan. 31st 2011 there are no law suits filed, the process of re-opening Reiter will be on to the permit/funding stage.:cheer:

There WILL BE points of concern expressed by certain groups (namely enforcement) but the concerns could only slow down the progress, not stop it.

But it is a lot more than just enforcement that they are concerned with. They are pushing for an EIS. So I guess putting everything on hold for 3-5years is only slowing down progress in your eyes...

"An EIS is a tool for decision making. It describes the positive and negative environmental effects of a proposed action, and it usually also lists one or more alternative actions that may be chosen instead of the action described in the EIS"

The alternative actions in our case might be to not allow some uses at Reiter.
I'm sure we all know who will be allowed....US or the Hikers. :;

Yes. I know. And if the SEPA comments are dealt with correctly, we'll snake by. If a full EIS is deemed reasonable and necessary we are in for a long drawn out waste of time.

One point to make: There is no precedence to building an ORV park to the New Reiter scale. The process Reiter goes through will set precedence for future scale ORV projects. If the EIS is seemed necessary at Reiter, it would logically be required for future projects. Not good.

While drawn out at times, an EIS is not bad in itself. From a non-partial view I see it being considered just "one of the steps".

There are very few that have any control over what happens with this.......Pray to your GOD it goes well.

The EIS is supposed to be part of the site specific SEPA which is currently being reviewed. Are they saying the site specific SEPA isn't thourough enough?

As far as I am concerned all is well and going as well as it can--its out of our hands right now and all we can do with hope and wait.

It is part of the SEPA process which is several documents. A EIS is an independant document but isn't always required. I know the DNR completed a environmental checklist which is to determine if a separate EIS is required but I don't know if a final determination was ever made or by who.

They tried to answer the EIS questions without actually doing an official EIS from what I can figure out. The full EIS likely wont be an easy or quick process.

Here is an article about how they were able to stop the Forest Service from expanding ORV access at Mad River. They used a court to decide that an EIS was required.
