Also, follow-up info, the HAM license ends at 2m 148mhz, so even licensed HAMs can't legally transmit on some of the frequencies that rugged radios use. Turns out is kind a quagmire grey-area, and a lot of the bands rugged radios use (and license?) overlap with regional municipalities, which is a big no-no. References below.

This is all to say, who knows legally with the rugged radios. They've been cited before for FCC violations, selling radios on those bands. Most HAM radios can transmit on the whole of 2m/70cm, so you *can* talk from a HAM radio to a rugged radio, but it's not "technically" legal.

Anyway, sorry for going down that rat-hole. I remember seeing rugged radios being sold at a lucas offroad race in chandler, az, and the rep there had no idea what radio tech the radios he was selling used. Either that or he wouldn't tell me for whatever reason.
