93 jeep cherokee having problems can you help me out???

have a 93 jeep cherokee w on 80 miles on brand new motor w 40 over pistons... its hella gutless.....we checked the fuel filter, put 44k to see if it was the injectors that didnt work either.......have brand new hp chip but havent installed tryed to but wont even turn over were thinking that i gotta go and it installed at a shop......no cat on it....already got new plugs and wires.....if you have had any of these problems and can help would like to know what the **** is dam problem is thanks paul
