I believe it is 99% the owners and conditions the dog was raised and lives with but bottom line is animals make their own decisions and sometimes a dog decides it wants to chew on someone and EVERY BREED has those dogs that will sooner or later bite somebody but a Pomeranian doesn't do the damage a Pitbull does thats why you don't hear about it but when a pit bites you do. Either way though if a dog is biting people it needs to be put down but the owner needs to be held liable too that is part of the responsibility of owning an animal. We have a red nose pitbull and 2 golden retrievers and the pit is just as good of a family dog because it was trained well and raised with other well trained dogs, kids, and a caring family. It is the gangbangers, drugdealers, dogfighters and punks that think its cool to have a mean pitbull that are ruining the breeds name.
Any breed of dog can be a good family pet and you can also make any breed mean and attack people if you want to but at the end of the day no matter what breed a dog will ultimately do whatever it wants to do.
