headlights on a tj

i have a 97 tj and the headlights have a really low beam that is on everytime i start the jeep... did they come stock like this or is something wrong? and how can i turn them off?
 
If its from canada then yes its the DRL's--and they are supposed to be only 50% of the headlamp brightness. So start it up--look at how bring they are and then turn the headlamps on. If they get a lil brighter then its the DRL's.
 
If it is DRL, if you run it back & fourth through the Canadian border crossing 3 times and then poor a Molson Canadian beer over the windshield on a partly cloudy day and say "Turn'm off you hoser"...

...they will turn off, or so the story goes.

There is a relay at about the center of the firewall that you can unplug to turn them off. However you will get the high beam indicator on all the time, and if I remember correctly the door chime for the keys in the ignition will no longer work. It is more fun however to run to the border and drink beer and let em know they don't know how to make bacon....:awesomework:
 
You might rethink simply keeping them. its a simple fix: do nothing.

They are a safety feature that has been proven to work.
