NOVA gas tax appropriation

The Washington State Legislature will probably be increasing your gas taxes.

If/when that happens it will be important to make sure the nonhighway and offroad vehicle activities (NOVA) account appropriation portion of the tax increase is adjusted accordingly so we get our fair share.

Ask your Legislators, if they raise gas taxes to please support amending RCW46.09.520(1) to keep the offroad vehicle amount in alignment with the actual tax amount of the gas tax increase.

Senate Bill SB5971 is one of those so called carbon bills.

It raises a lot of taxes and fees, but regardless of how you feel about the other segments of this legislation, the one thing that ORV enthusiasts should consider is the six cents a gallon increase in the motor vehicle fuel tax.

What this legislation currently does not include is language that also increases the motor vehicle fuel tax revenue appropriated into our Nonhighway and Offroad Vehicle Activity account by the same amount.

The NMA and WOHVA have drafted an amendment to SB5971 to fix what might just be a technical oversight (or maybe not).

Motivation for riders to provide support for this amendment is simple.
It would provide a 17 percent increase in the amount of gas tax revenue going into the Nonhighway and Offroad Vehicle Activity account. That works out to be just over a million dollars the first year and even more after that.

At this point what you can do to help is to email the Senate Ways and Means Committee Chairman Christine Rolfes and suggest something like this:

If we must have a gas tax increase, please support amending RCW46.09.520(1) to keep the offroad vehicle amount in alignment with the actual tax amount.

We are not asking for anything extra, just would like this technical correction to keep the appropriations in line with the taxation level.
