Side by side razor

My dad bought a side by side razor today and we are wondering what's good, bad and what to watch out for with these. I have seem them a few times out at Evans and Elbe. Also can these things be made street legal?

Aftermarket seats
Set of paddle tires and dirt tires

Sorta.

You cannot make them completely street legal.
