I used to have a brake controller that had the same problems you mention...

I switched to a Tekonsha Prodigy and it is the smoothest, most trouble free controller I have ever used. You don't have to level it, and it is very easy to adjust the braking power.

I had a voyager and it was no good, I put in the Prodigy and it has saved my bacon, stopping 19,500 lbs with ease on a couple fast stops! I highly recommend this one! it works off inertia so be sure to mount it very level so the mechanism is accurate with the "G" forces:awesomework: when stopping.
