Brake Issues

I had great brakes on my rig until I recently installed a Spool in the front. I disconnected the brake lines at the calipers in this process for some unknown reason. Got everything back together but could not get a pedal. I did get a whisle from the dual diaphram break booster. So I was thinking I had a leak. I replaced the break booster and master cylinder. Now I can get a rock hard pedal until I start the jeep then it is gone. If I plug the vacuum line to the booster I can get a pedal.
