cb? vhf? whats what?

So I wanted to do something nice for my dad for fathers day and get a cb for his buggy so he can talk to his wheeln friends.

I ordered a marine unit since the buggy has no doors or windows thinking the water resistant nature would help.
Now I see its a vhf using 25 watts. So I cant find out if this unit is just high powered but uses the same channels as a
cb or if I need to send it back and get something else. I have spent hours reading and cant get a straight answer.
