Issues with grand Cherokee alarm?

Bought a gc this weekend with a weird issue, he says the alarm crapped out an is bypassed by grounding a wire in the kick panel

Issue is, you have to turn the key on/off 1-2 times and then wait thirty seconds for te check engine light to illuminate before starting the truck, it's annoying me and I was curios if anyone knew how to better remedy it?

When you open the drivers door, turn the key to the left. That will disarm the factory alarm. You should have no issues with it starting after that.

I have to turn it left to unlock the door.. I don't have the keyless fob so that I'd how I always get in

Could it be the crank position sensor? I'm reading places that can cause a similar condition
