jeep auto help please

so I will start with I am not a transmission guy.

sister in law has a 1999 jeep wrangler, auto, 4.0L

if you go from park to drive between 1-2 and 2-3 the trans feels like it is slipping and revs pretty high, if you back the RPM's down it will shift hard.

if you go from park and drop it to 1st then back up to drive, it still shifts harder than normal but it doesn't feel like its slipping and have to let off the throttle.

fluid is at the correct level and looks like good fluid.
 
Next step is to drop the pan and see whats in the bottom. More than likely you will see a bunch of friction/metal material.
