more efi problems! 22re

my dad just got an 86 4runner (22re). sometimes when you go to shift the rpm's will take a few seconds before they start to drop. it also does it at idle when you rev the engine. it acts like the throttle linkage is hung up, but its not. i dont think its safe to ignore this and i want to get my dad on the trail. any ideas?
 
Mine did that when my throttle cable started to fray inside the black plastic sleeve couldn't figure it out till it finally broke

it does it even when i manually pull the linkage back into place. im pretty sure it isn't a bind or linkage issue causeing the problem. i havnt had a chance to look into the dash pot yet. i dont see how i can clean it but maybe theres a way to test it. im hoping that will be it and i can just replace it.
 
Had one in the shop the other day. did the same thing. Sprayed the likkage down with WD40 and it went away
