orbital issues???

So heres my problem... I bought a orbital valve from trail gear and I have it mounted in place with my steering shaft connected to it but no fluid lines ran yet. Keep in mind its a 'return to center' valve. I tried turning it with the steering wheel to see if i had clearance issues with my shaft against wires or brake lines and i cant get it to turn. Does the orbital require fluid to spin freely? Any help is appreciated. Thanks.

Never tried to turn a dry orbital.... It can't be good for it,

Try putting a bit if fluid in the ports.

It should still turn with no flow

That is what I was thinking. I know my single end cylinder wouldn't budge with the caps on. Could be the same way with the orbital.

true, any ram and orbital I've bought came with caps that completely sealed it off
 
I just put a trail gear orbital on a buggy and it wouldn't move with the caps over the ports it was shipped with , pop em off and the wheel would spin freely
