The Greenie's lawyer is pushing for a DS. This would mean an EIS would have to be done (or at least considered). Doing an EIS would slow the political progession of the motorized area.

DS + EIS = Reiter gets pushed off into "future projects" -- Position for funding is pushed off further -- The eventual construction of the motorized area gets pushed off indefinitely.
