As supplied by the Washington State Patrol when I asked them if my suspension is going to be legal.

The following laws pertain to suspension and lifts:

Revised Code of Washington (RCW) 46.37.375 which states in part

Its actually pretty open.

The biggest "gotcha" is bumper heights and flaps/flares. Flaps/flares are reasonably easy, but usually butt ugly, the bumper thing not so much of good off-road ability as the same time.

Hydraulically operated bumpers anyone :D

Just for kicks, and to avoid work :D, I went ahead and read up the rules for after market bumpers.

Rules for testing said bumper:
http://law.justia.com/us/cfr/title49/49-6.1.2.3.46.html

Basically it states that you have to survive a 1.5mph impact into a wall and a 2.5mph impact from a pendulum device (Of the same effective mass of the vehicle) without anything breaking or falling off your vehicle. Oh, and your doors, hood and trunk still have to open.

So if you can run into a brick wall at 1.5 mph your bumper is probably legal. Of course, the judge would probably argue back that meeting the standards of Point G does not allow you to ignore the standards of Point F. :D

Sadly the rules for exemption are only for the automobile manufacturer and not for after-market components.
