With less than a week left in the legislative session, the Senate has voted in favor of the Discover Pass (SB 5622).Thank you to everyone who contacted their senator. Now it is up to the House to work quickly to ensure that the Discover Pass is enacted and our state lands get the critical funding they need.

Here is the catch. Politics has gotten in the way of the Discover Pass in the House. Their version of the bill has been watered down and complicated with several fee exemptions and caveats. This not only hurts the bill's chance of passing, it also reduces the amount of revenue state lands would receive if it did pass.

With only days left in the legislative session, this is not time for politics.

Do you know what the difference is with the House version? What exemptions did they add? Is it because ORV's are excluded so now the hikers don't agree with it?

I heard today that we need to hope the senate version goes thru. The house bill is really messed up. :booo:
 
The Senate Version has this clause in it:

(6) "Motor vehicle" has the same meaning as defined in RCW 46.04.320 and which are required to be registered under chapter 46.16A RCW. "Motor vehicle" does not include those motor vehicles exempt from registration under RCW 46.16A.080 and state and publicly owned motor vehicles as provided in RCW 46.16A.170.

(8) Off-road vehicles operated on a street, road, or highway as authorized under RCW 46.09.360, or nonhighway roads under RCW 46.09.450;

So basically, yes. according to SB5622-S2 ORVs are exempt from needing an access pass. Trailers are not considered motor vehicles either.
 
Food for thought: Motorcycles that are not street legal are ORV. ORV's might/will be exempt from purchasing the Discover Pass. But SB5800 makes it so those motorcycle's can be street legal. In turn making it necessary for them to buy a Discover Pass.

As long as they have an ORV tab they are exempt. This is why we all need to start dual licensing our rigs!

WTF does that have to do with the price of tea in China?

That not in the Senate version (SB5622) and that bill passed the Senate, is now before the full House and will probably be voted on today.

There will be an amendment proposed to replace the SB5622 language with that of the House version HB1796.

If that amendment is adopted, then the bill goes back to the Senate for concurrence. That will be problematic for the Senate as some will take it as a slap in the face.

With all the diversions and exemptions, the House version will fail to meet the revenue targets that State Parks is hoping for.

As it stands today, both versions exempt vehicles with ORV permits and trailers. We have to wait and see what amendments are adopted today.
I will watch the amendments and if the ORV exemption is at risk we will need to make an s-load of phone calls to Olympia.
