So they abandoned the official creation of an ORV park due to possible noise complaints and the concept that if they left it how it was and did nothing there would be a smaller environmental impact. They basicly decided to just let people do their thing like we have at Reiter for the last several years.

Pretty much. But like the document said. "Lack of interest from the user group". Maybe if more people showed up to the hearings etc. and voiced our opinions with vigor then, maybe we would have seen more done. This group here and on all the web sites scattered about is just the tip of the ORV community. Drive down the road on any given day and look at the rigs that re rolling around that have no idea what is going on. We need to educate them as well.

And yah, everyone complained about noise (same issue with Sumas back in 86'), but no one really heard anything when the tests were conducted.

Its lame. The public really just doesn't wanna see a park in their backyard. We don't want to see a park that doesn't meet our needs, and DNR doesn't wanna see a park that they can't fund.

It seems dispersed wheeling is the best option! of course, make sure it doesn't turn into Reiter. aka: make sure it doesn't alarm the locals to the point that some environmental group comes, complains, and tries to shut it down.
