It's a little lengthy but this gives you a good idea on what the PNW4WDA has been up to this year, working on everyone's behalf.

Washington State Director’s Report
Fall Delegate Meeting
September 9, 2006


It has been a busy year so far â€" either finishing some 2006 projects; maintaining on-going land issues; or undertaking further 4x4 possibilities. Here is an activity report that has taken place - the following has been addressed either by attending meetings or through correspondence.

Feb. 25 â€" Participated in Cle Elum District’s reviewing and submitting 4x4 trail system input for their Forest Service Trail Book scheduled for print in 2007 - also trail information will be available on the Districts website.

March 5 â€" Attended incorporation meeting for Washington OHV Alliance (WOHVA).

April 17 - Dept. of Natural Resources (DNR) WAC Revision â€" “Recreation and Access to Public Lands†- (Chapter 332-52) advisory committee meeting. (See attachment for further information)

June 13 â€" White River District Recreation Meeting.

21 â€" Evans Creek Task Force â€" Meeting on proposed improvements at ORV site.

26 â€" DNR Advisory Committee â€" WAC Revision â€" final meeting.

- Request from Blue Ribbon (Brian Hawthorne) to review information regarding
Colville National Forest report and its accuracy. (Letter)

â€" Review options to Education & Enforcement (E&E) funding. Submit recommodations
to Interagency Committee for Outdoor Recreation (IAC). (Report)

July - Tech review of 57 Non Highway Off Road Vehicle Activities (NOVA) for 2006 funding.

- Request Knights Lake status and position on off road opportunities. (Letter)

- Recommendation to Commissioner Sutherland with regards to East Jefferson Co.
ORV opportunities â€" land exchange vs. long term lease. (Letter)

- Reviewed and recommended language for Cost Share Agreement with Wenatchee
N F (specifically Naches District). (Report)

- Attended a WOHVA workshop, producing letter language (template) to be used for the
current USFS Travel Plan. (Workshop)

August â€" Okanogan/Wenatchee Travel Management Plan; PNW’s position on Plan; requesting
an extension on submitting comments; supplied language for submitting individual
letters. (Letters)

- IAC’s request to evaluate three contractors resume’ â€" (competitive bidding) establishing
a motorized and non- motorized trail database â€" directive from the 2006 Legislature
(H.B. 2658). (Report)

August 2 â€" Attended the Governor’s Proclamation signing on behalf of Operation Shore Patrol.




PENDING â€" On Going - or - “Yet to come†Land Issues -

1) Addressing â€" Environmental Impact Statement (EIS) Gifford Pinchot/Columbia Natural Scenic Area (Washington portion) on Specific Invasive Plant Treatment Project ……. (A tool that is being used for closures and denying access to motorized recreation.)

2) National Park Service â€" address a guide on Park Management Plan â€" a direction for the next 15 to 20 years. (Even tho’ we do not have any 4x4 opportunities on National Park Service lands - there is still a need to stay involved to maintain access for all outdoor recreation.)

3) Umatilla National Forest -

4) NOVA 2006 Evaluation Program â€" fifty-seven projects presented for evaluation and funding. Meetings to be held on October 3 -5 from 8:30 â€" 5:00 daily; Natural Resource Building , Room 175, 1111 Washington Street, Olympia â€" open to the general public. (ORV projects â€" 26; Non-Motorized 24 and 7 for Non Highway â€" that are requesting grant money.)

5) Washington OHV Alliance (WOHVA) annual meeting â€" Sunday October 1st â€" to be held at the Clover Park Tech College in Lakewood (Tacoma). (Information available at this meeting)

6) Washington State Trails Conference â€" scheduled for November 3 - 4 at the Clarion Hotel & Conference Center, the theme this year is “Trails for Future Generations.†We received an invitation from WSTC to showcase our organization which will have a diverse group attending. This conference will have a network of trail advocates, leaders and enthusiasts involved in the management, development, use, and promotions of trails in Washington State.
Region 4 has volunteered to represent the association and establish and staff a PR/display booth â€" for further information, please contact Region Director, Earl Nettnin (509)783-6481.

7) Seeking 4x4 opportunities on the Gifford Pinchot.

Other things that are on the “back burner†waiting to happen:

8) Juniper Dunes â€" legal motorized access to area (Letter Rep. Doc Hastings drafted to
BLM Manager on behalf of motorized recreation can be found on front page of PNW website)

9) Ahtanum State Forest â€" (Yakima area) -Land Exchange/Green Dot System and Management of the area.

10) Back Country Designation (author Tom Crimmins, Blue Ribbon) â€" a proposal that will be
Washington State driven by four wheel drive users.

11) Wild Sky Wilderness proposal is back in the news.

12) Little Rattlesnake 4x4 Trail Relocation status. Naches District is seeking grant money through National Recreation Trails Program (NRTP) to finish project.

13) 2006 Operation Shore Patrol wrap up meeting with Washington State Parks & Recreation and Department of Ecology.



Specific Sites: Information on specific trails and ORV sites will be covered by the respective Region Directors; please review their written reports. If Land Chairmen and Coordinators are able to attend this meeting, they will furnish latest updates for their areas.

C.L.O.U.T. (aka) “Constituent Legislative Online User Target†is a system that alerts and calls people to action through email and only on ORV related issues. If you would like to receive pending legislation through your internet service, provide your preferred email address, name, and home (VOTING) zip code. Submit information to < [email protected] >. The system will only notify you when one or more of the legislators representing your personal district are involved in legislation affecting motorized off road use in Washington State.

Legislation - Session will start in January and is scheduled for 105 days. An issue we know will be addressed is - noise levels by motorized vehicles. A legislative committee was formed at the adjournment of last session â€" and was directed to recommend to the Legislature language pertaining to this issue.

Operation Shore Patrol 2006 â€" 35th Year

The OSP clean up is on schedule, its next weekend, September 16 -17. Headquarter locations and chairmen are listed below and can be contacted for further information - also can be obtained through Tri Power and PNW website. Press release to the news media will be going out on Monday 11th.

Kathy Sterner Memorial Award - This is an award in recognition of superior dedication to the PNW4WD by a woman. Nominations must be submitted within thirty (30) days preceding the project or event; program deadline is January 15th; awarded at Winter Convention.
