I agree that you will never get properly valved shocks over the phone. You have to do them yourself to get them dialed in. If you dont want to spend the time to tune them then just do yourself a favor and get air shocks. Here is a tiny write up I just did for my Fox's. I can valve a shock...

IMO the rancho coilovers are crap. Buy an adjustable/rebuildable shock. You will thank yourself down the road.

If I had to choose only between the 135 and the RW I would choose the ready welder. You dont have to just use batteries to power the RW. You can hook it up to a welder and use the power off of that. You can also hook up 36v to the RW and do 1/2". Current is adjustable on it so your not...
